The most important thing in conducting an inspection based on this new provision is that the domicile of the exporting country must be the same as the origin country of the goods.
The inspection must include:
1. Regulation on the Ministry of Trade no. 84 of 2019 provisions on the Import of Non-Hazardous and Toxic Waste as industrial raw-material.
2. Technical Verification or technical inquiry on the Import of Non-Hazardous and Toxic Waste as industrial raw-material.
3. Work Instruction for Non-B3 waste inspection.
The inspection shall be effective immediately and carried out strictly, traders & buyers are looking for more clarification.
Regulation of Ministry of Trade includes:
1. The application for inspection/verification in the country of loading shall be submitted to the enclosed required documents.
2. Every import of Non-B3 Waste may only be made through the following ports of destinations including Tanjung Priok in Jakarta, Tanjung Perak in Surabaya, etc.
Last month, the Indonesian government’s Ministry of Trade decided to impose new regulations for import of ferrous scrap - among other waste products - to the country, from 23 Nov’19. This created a panic situation in the imported scrap market of the region, as scrap trades turned slow awaiting clarity on the imposition of regulations. It seems with new regulations being announced, importers may have more clarity on the scenario and may result in the resumption of imported scrap trades.
Indonesia imports around 2-2.5 MnT ferrous scrap, with Hong Kong, Singapore and China being major suppliers to the country, however in 2018, the UK observed a 470% Y-o-Y jump in scrap exports to Indonesia.
