Post-Cold War assumptions about peace, trade, and eventual liberalizations led the US government and businesses to rely heavily on China – for manufacturing, pharmaceuticals, and raw materials. Today, the foreign reliance that brought down costs by shipping domestic industrial capacity abroad has become one of America’s most acute weaknesses, particularly in the case of critical minerals. America uses minerals for a range of strategic military and commercial applications, some of which the US relies substantially or wholly on imports to provide. Among the fifty critical minerals that the Department of Energy identified in its 2023 DOE Critical Minerals List, lithium best represents both the threat of American foreign overreliance as well as an opportunity for the US to decrease its critical mineral vulnerability.
